HSN 6108 31 00 (Of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate covering prohibited azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye PSIC exemption applies universally: the exemption covers only the nine listed countries, and consignments from all other origins — including Bangladesh — must carry a valid PSIC or accredited test report. A missing or invalid PSIC triggers detention at port; the Bangladesh-origin port-restriction overlay under para 19 of the General Notes is an independent check, and passing the PSIC requirement does not discharge it.
