HSN 6108 29 90 (knitted women's and girls' underwear and nightwear of other textile materials) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17514:2021 is mandatory under the ISI Mark Scheme with effect from 01 January 2025 for large and medium enterprises, and from 01 April 2025 for small and micro enterprises, under the Medical Textiles (Quality Control) Second Amendment Order, 2025. Directorate General of Foreign Trade textile-import policy controls apply as a separate customs-clearance overlay.

The single most common error on this tariff line is treating IS 17514:2021 as applicable to all knitted women's underwear and nightwear under HSN 6108 29 90. The QCO scope is product-specific: IS 17514:2021 covers reusable sanitary pads, sanitary napkins, and period panties — not general nightdresses, pyjamas, negligees, or bathrobes falling within the same eight-digit code. Importing a mixed consignment where non-period-panty articles lack a CM/L licence does not trigger detention, but period panties without CM/L marking do, and customs may detain the entire consignment pending segregation and verification.
