Knitted women's innerwear and nightwear of artificial fibres (period panties, slips, pyjamas)
HSN 6108 22 20 (women's and girls' knitted innerwear and nightwear of artificial fibres) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17514:2021 is mandatory under the ISI Mark Scheme with effect from 01 January 2025 for large and medium enterprises, and from 01 April 2025 for small and micro enterprises, under the Medical Textiles Quality Control Order Second Amendment 2025. Directorate General of Foreign Trade textile-import policy controls apply as a separate customs-clearance overlay.

The single most common error on this tariff line is assuming the BIS QCO applies uniformly to all knitted innerwear of artificial fibres falling under HSN 6108 22 20. IS 17514:2021 is scoped narrowly to reusable sanitary pads, sanitary napkins, and period panties; other articles in this heading — slips, pyjamas, negligees, bathrobes — are not within the QCO scope and do not require a CM/L licence. Mixed consignments that combine in-scope period panties with out-of-scope nightwear must be declared separately, as a single CM/L presented for the entire consignment will not satisfy customs for the in-scope lines.
