HSN 6108 19 90 (Of other fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with woollen and blended textile variants governed by Notification No. CER (18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001. A Pre-Shipment Inspection Certificate covering fibre composition and azo-dye absence is mandated for all textile consignments under General Notes 10 and 11 of the ITC (HS) policy.

- 2Ensure all textile consignments are accompanied by a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited azo dyes. The most common error on this tariff line is tendering a PSIC that covers only azo-dye absence without also addressing fibre-composition certification required for woollen and blended content under General Note 11. A consignment presented with an incomplete or scope-limited PSIC is treated as non-compliant even if the azo-dye test is clear, inviting detention and demurrage at the port of import. Importers should confirm with the accredited laboratory in the exporting country that a single certificate addresses both the composition and the hazardous-dye requirements before dispatch.
