    Where the consignment originates from Bangladesh, verify applicability of the port restrictions introduced under para 19 of the General Notes via DGFT Notification 7/2025-26 dated 17 May 2025. The most common error on this tariff line is assuming that country-of-origin exemptions from azo-dye testing eliminate the Pre-Shipment Inspection Certificate requirement altogether. The exemption covers only the azo-dye component of the PSIC; composition testing and other hazardous-substance parameters under General Note 10 remain mandatory for all origins. Submitting an incomplete test report — one that addresses azo dyes only — will trigger customs detention pending a conforming certificate.
