The most common error on this tariff line is assuming the azo-dye test exemption extends to all origins simply because the PSIC requirement is widely known. The exemption is strictly limited to nine named countries; imports from any other origin — including Bangladesh — require a full PSIC, and a missing or non-accredited test certificate at the bill-of-entry stage results in consignment detention. Bangladesh-origin shipments face the additional layer of Para 19 port restrictions, which apply independently of the azo-dye compliance.
