Of artificial fibres
Women's or girls' knitted undergarments and nightwear of artificial fibres
HSN 6108 11 20 (Of artificial fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which classifies this tariff line as a textile article requiring a Pre-Shipment Inspection Certificate covering hazardous-dye absence under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 introduces an additional port-restriction overlay under paragraph 19 of the General Notes for imports originating from Bangladesh.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance declaration to DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory in the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for composition and other parameters remains required.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify compliance with paragraph 19 of the General Notes as introduced by DGFT Notification 7/2025-26 dated 17-05-2025, including the applicable port restrictions under paragraph 1. Confirm whether the goods qualify under the exemptions in paragraphs 2 and 3 of that notification before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025 · ITC (HS) 2022 General Notes, paragraph 19
The most common error on this tariff line is assuming that the country-of-origin azo-dye exemption eliminates the PSIC requirement entirely. The exemption covers azo-dye testing only; a PSIC or valid TC/CSRTI test report for all other prohibited hazardous dyes remains mandatory regardless of origin. Importers sourcing from Bangladesh must additionally map their specific garment category against the paragraph 2 and 3 exemptions in DGFT Notification 7/2025-26 before selecting a port of entry, as non-exempt goods routed through a restricted port face detention.
