Of synthetic fibres
Knitted women's or girls' undergarments and nightwear of synthetic fibres
HSN 6108 11 10 (Of synthetic fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 introduces additional port restrictions for imports originating from Bangladesh.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Testing for azo-dye presence is exempted for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from Bangladesh, verify compliance with Para 19 of the General Notes as introduced by DGFT Notification 7/2025-26 dated 17-05-2025, including port restrictions set out in Para 1. Confirm whether the consignment qualifies under the exemptions listed in Paras 2 and 3 before routing and filing the bill of entry.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes, ITC (HS) 2022
The most frequent error on this tariff line is assuming that a country-of-origin exemption from azo-dye testing eliminates the PSIC requirement entirely. The exemption covers azo-dye testing only; the PSIC for composition, fibre content, and other prohibited substances remains mandatory regardless of origin. For Bangladesh-origin consignments, the port-restriction overlay under DGFT Notification 7/2025-26 must be confirmed before vessel booking, as diversion to a non-notified port after dispatch constitutes a separate ITC (HS) policy breach.
