The most common error on this tariff line is assuming that azo-dye exemption for specified origins also waives the PSIC for textile composition — it does not. The azo-dye testing exemption and the composition-certification requirement are independent obligations under separate General Notes; a consignment arriving with only an azo-dye-exemption declaration but no composition PSIC will be detained at the port of entry, attracting demurrage and ground rent until the deficiency is remedied.
