The most frequent error on this tariff line is assuming that the PSIC obligation applies only to knitted fabrics and not to finished garments. General Note 10 applies to all textile and textile articles, including finished knitted apparel such as cotton vests; a consignment arriving without a valid PSIC or qualifying test report is liable to detention at port regardless of the garment's country of origin. The Bangladesh port-restriction overlay under DGFT Notification 7/2025-26 is an additional check that must be confirmed separately from the azo-dye compliance.
