Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for other composition parameters remains required for all origins.

  2. 2
If the consignment originates from Bangladesh, verify the applicable port restrictions under Para 1 of General Note 19 introduced by DGFT Notification 7/2025-26 dated 17-05-2025. Confirm whether the goods fall within the exempted categories at Para 2 and Para 3 before routing the shipment.

A word of counsel

The most common error on this tariff line is assuming that the nine-country azo-dye exemption eliminates the PSIC obligation entirely. The exemption is limited to azo-dye testing; a PSIC from an accredited laboratory covering other hazardous-dye parameters is still required for those origins. Separately, importers sourcing from Bangladesh should not route shipments before confirming port eligibility under DGFT Notification 7/2025-26, as consignments arriving at a non-notified port are liable to detention pending clearance.
