HSN 6107 29 20 (Of wool or fine animal hair) is subject to import policy administered by the Directorate General of Foreign Trade (DGFT) under the Textile (Development & Regulation) Order, 2001 read with Notification No. CER(18)/99-CLB dated 7 March 1988 and the Essential Commodities Act, 1955. Consignments must be accompanied by a Pre-Shipment Inspection Certificate (PSIC) certifying textile composition, a Certificate of Origin, and a brand-owner authenticity certificate, with azo-dye testing requirements applying for most origins under General Note 10 of the ITC (HS) policy.

- 2Ensure the PSIC from the accredited laboratory or a valid test report from a Textile Committee or CSRTI laboratory certifies the absence of prohibited hazardous azo dyes. - 3Verify whether the consignment is subject to DGFT Notification 7/2025-26 dated 17-05-2025, which introduced para 19 in the General Notes regulating the import of certain goods from Bangladesh with port restrictions as stated in para 1. The most common error on this tariff line is presenting only the azo-dye PSIC and overlooking the separate composition-certification and brand-authenticity requirements specific to woollen textiles under General Note 11. The azo-dye exemption for approved-country origins does not discharge the obligation to furnish a composition-certifying PSIC, a Certificate of Origin, and a brand-owner certificate; consignments arriving without all three documents face detention and demurrage at the port of entry pending regularisation.
