A word of counsel

The azo-dye testing exemption is origin-specific and product-parameter-limited: it covers only the test for azo-dye presence and only for the nine listed origins. Importers routinely conflate the azo-dye exemption with a full PSIC waiver, presenting no inspection certificate at all for consignments from exempt countries; a bill of entry filed without a valid PSIC or test report for non-exempted parameters is liable to detention pending re-inspection at the importer's cost.
