HSN 6107 21 00 (Of cotton) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) 2022 policy. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports from Bangladesh, with exemptions governed by paragraphs 2 and 3 of that notification.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Port-compliance declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of ITC (HS) 2022 Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify applicability of the port restrictions introduced under paragraph 19 of the General Notes per DGFT Notification 7/2025-26 dated 17-05-2025. Consult paragraphs 2 and 3 of that notification to determine whether the specific goods qualify for an exemption before nominating the port of import.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes to ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye PSIC exemption for listed countries extends to all textile certifications — it covers only azo-dye testing, and the underlying requirement to produce a PSIC from an accredited laboratory for other prohibited hazardous dyes remains in force for every origin. For Bangladesh-origin consignments, the port-restriction regime under DGFT Notification 7/2025-26 is an additional layer that operates independently of the PSIC obligation; a consignment with a compliant PSIC but routed through a non-permitted port will be detained.
