HSN 6107 19 10 (Of silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement covering the absence of prohibited hazardous dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports of certain goods originating from Bangladesh.

The most common error on this tariff line is assuming the PSIC exemption for listed countries extends to all documentation requirements. The exemption covers azo-dye testing only; the PSIC itself for other composition parameters and the requirement to confirm absence of other prohibited dyes remains in force even for EU and other exempt-origin shipments. A consignment arriving without any PSIC, regardless of origin, is liable to detention at the port pending compliance.
