HSN 6107 12 20 (Of artificial fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports of certain goods originating from Bangladesh under General Note para 19 of the ITC (HS) 2022.

The most common error on this tariff line is assuming the azo-dye PSIC exemption extends to all parameters of the Pre-Shipment Inspection Certificate. The country-of-origin exemption covers azo-dye testing only; composition, labelling, and other mandatory textile parameters remain subject to the full PSIC requirement regardless of origin. A consignment arriving without a compliant PSIC is liable to detention and ground rent pending re-testing or re-export.
