Women's or girls' blouses and shirts of other textile materials
HSN 6106 90 90 (women's or girls' blouses, shirts and shirt-blouses, knitted or crocheted, of other textile materials) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), including a Pre-Shipment Inspection Certificate requirement under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports originating from Bangladesh.

The most common error on this tariff line is assuming the azo-dye testing exemption applies universally: the exemption covers only the nine named countries, and consignments from all other origins — including Bangladesh, China, and Vietnam — must present a valid PSIC or test report at the bill of entry. A missing or expired certificate causes out-of-charge refusal and potential ground rent and demurrage liability while a compliant report is sourced retrospectively.
