Knitted women's blouses and shirts of wool or fine animal hair
HSN 6106 90 20 (women's or girls' blouses and shirts of wool or fine animal hair, knitted or crocheted) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under the Textile (Development & Regulation) Order, 2001 read with Notification No. CER(18)/99-CLB dated 7 March 1988 and the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate certifying textile composition and a separate azo-dye test report are mandatory, along with a certificate of origin and a brand-owner genuineness certificate.

- 2Ensure the consignment is accompanied by a valid azo-dye test report from an accredited laboratory of the exporting country, or a test report from the Textile Committee or CSRTI, certifying the absence of prohibited hazardous dyes. - 3Where the consignment originates from or transits through Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025, which introduces para 19 in the General Notes of the ITC (HS) 2022 regulating imports from Bangladesh with port restrictions. The most common error on this tariff line is presenting a single PSIC that addresses azo-dye absence but omits separate certification of textile composition and the brand-owner genuineness declaration. All three documents — the composition PSIC, the azo-dye test report, and the brand-owner certificate — are independent requirements under General Notes 10 and 11; a consignment lacking any one of them will be detained at the port of import, and deficiency in the brand-owner certificate cannot be cured by a supplementary lab report.
