HSN 6106 20 20 (Of artificial fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate for azo-dye absence under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17-05-2025 introduced additional port restrictions under General Note para 19 for imports originating from Bangladesh.

The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries also waives the Pre-Shipment Inspection Certificate entirely. The PSIC covering composition, fibre content, and other mandated parameters remains required regardless of origin; only the azo-dye test component is waived for the nine listed countries. For Bangladesh-origin shipments, the port-restriction regime under DGFT Notification 7/2025-26 is an additional and independent compliance layer that applies irrespective of PSIC status.
