The azo-dye PSIC exemption is country-of-origin specific and applies solely to the nine listed countries; importers sourcing cotton blouses from any other origin — including Bangladesh, China, or Sri Lanka — must present a PSIC or Textile Committee test report at the bill of entry or face consignment detention. The Bangladesh-origin port-restriction overlay introduced by DGFT Notification 7/2025-26 is a separate requirement that operates independently of the PSIC obligation and must be checked concurrently.
