HSN 6105 90 10 (Of silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports from Bangladesh where Para 19 of the General Notes applies.

- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Where goods originate from or are imported via Bangladesh, verify applicability of Para 19 of the General Notes introduced by DGFT Notification 7/2025-26 dated 17-05-2025. Consignments subject to Para 19 must comply with the port restrictions stated in Para 1; exempted goods are identified in Paras 2 and 3 of that Notification.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes to ITC (HS) 2022
The most common error on this tariff line is treating the azo-dye testing exemption as a blanket PSIC waiver for exempted-country origins. The exemption covers azo-dye testing only; the PSIC requirement for other prohibited hazardous dyes and the General Note 10 compliance obligation remain in force regardless of origin. Importers sourcing from Bangladesh should also audit whether their goods fall within the Para 2 or Para 3 exemptions before routing, as a port-restriction breach will result in consignment detention.
