HSN 6105 10 90 (Men's or boys' knitted or crocheted cotton shirts, other) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under General Notes 10 and 11 of the ITC (HS) 2022. A Pre-Shipment Inspection Certificate certifying textile composition and the absence of prohibited azo dyes is mandatory, with additional port restrictions applicable to consignments originating from Bangladesh under DGFT Notification 7/2025-26.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Certificate of origin from exporter
- Brand genuineness certificate from brand owner
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for fibre composition remains required for all origins.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments of woollen or blended textiles within the cotton-shirt category, accompany the shipment with a PSIC certifying composition of the woollen textile or blend, a certificate of origin, and a certificate from the brand owner certifying the genuineness of the product, markings, and authority to use the brand name.General Note 11 of the ITC (HS) Import Policy · Notification No. CER(18)/99-CLB dated 07-03-1988 read with the Textile (Development and Regulation) Order, 2001 and the Essential Commodities Act, 1955
- 3If the consignment originates from Bangladesh, verify compliance with the port restrictions and exemption carve-outs introduced under Para 19 of the General Notes as amended by DGFT Notification 7/2025-26 dated 17-05-2025. Consignments not meeting the exemption conditions in Paras 2 and 3 of that notification must be routed through the permitted ports stated in Para 1.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes, ITC (HS) 2022
The most common error on this tariff line is treating the azo-dye PSIC exemption for listed countries as a waiver of the PSIC requirement altogether. The exemption covers azo-dye testing only — the PSIC certifying fibre composition and the brand-genuineness certificate remain mandatory for all origins regardless of the exporting country's exemption status. Filing a bill of entry without a valid PSIC exposes the consignment to detention and demurrage pending document rectification.
