HSN 6104 69 10 (Of silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17 May 2025 introduces additional port restrictions under General Note para 19 for consignments originating from Bangladesh, subject to the exemptions listed in paras 2 and 3 of that notification.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for composition and other parameters remains required.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Where the consignment originates from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17 May 2025, which introduces port restrictions under para 19 of the General Notes to the ITC (HS) 2022. Confirm whether the specific goods qualify under the exemptions in paras 2 and 3 before nominating a port of import.DGFT Notification 7/2025-26 dated 17-05-2025, para 19 of General Notes to ITC (HS) 2022
The most common error on this tariff line is assuming that origin from a listed azo-dye-exempt country eliminates all pre-shipment inspection obligations. The azo-dye exemption is country-specific and narrow; the broader PSIC requirement covering fibre composition and the absence of other prohibited dyes remains in force regardless of origin. Separately, importers sourcing from Bangladesh should confirm port eligibility under DGFT Notification 7/2025-26 before vessel booking, as port-restriction non-compliance at the bill of entry stage triggers detention and potential re-export.
