Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.

  2. 2
If the consignment originates from Bangladesh, verify compliance with Para 19 of the General Notes introduced by DGFT Notification 7/2025-26 dated 17-05-2025, including the applicable port restrictions stated in Para 1. Consignments exempted under Para 2 and Para 3 of that notification must retain documentary evidence of the exemption basis at the bill of entry.

A word of counsel

The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries removes all PSIC obligations. The exemption covers azo-dye testing only; a PSIC or valid test report addressing other prohibited hazardous dyes remains required for all origins, including the exempted countries. Presenting a test report limited to azo dyes from an EU or other listed-country supplier without addressing the broader hazardous-dye panel is a routinely cited ground for consignment detention at the port of import.
