HSN 6104 63 00 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Consignments originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries removes all PSIC obligations. The exemption covers azo-dye testing only; a PSIC or valid test report addressing other prohibited hazardous dyes remains required for all origins, including the exempted countries. Presenting a test report limited to azo dyes from an EU or other listed-country supplier without addressing the broader hazardous-dye panel is a routinely cited ground for consignment detention at the port of import.
