HSN 6104 62 00 (Of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports of certain goods from Bangladesh under a new General Notes para 19.

The most common error on this tariff line is assuming the azo-dye testing exemption for listed countries eliminates the PSIC requirement entirely. The exemption is confined to the azo-dye parameter alone; a PSIC or valid test report covering composition and other hazardous-substance parameters remains mandatory for all origins. Shipping without a current PSIC — regardless of the exporting country — exposes the consignment to detention at port and potential confiscation for non-compliance with General Note 10.
