Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for other parameters remains required.

  2. 2
Where the consignment originates from Bangladesh, verify port-restriction compliance under para 19 of the General Notes introduced by DGFT Notification 7/2025-26. Review paras 2 and 3 of that notification to confirm whether the specific goods qualify for the exempted-goods carve-out before nominating the port of import.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption for listed countries eliminates the PSIC requirement entirely. The exemption is confined to the azo-dye parameter alone; a PSIC or valid test report covering composition and other hazardous-substance parameters remains mandatory for all origins. Shipping without a current PSIC — regardless of the exporting country — exposes the consignment to detention at port and potential confiscation for non-compliance with General Note 10.

Frequently asked
Does HSN 6104 62 00 require BIS certification?
No, knitted cotton women's and girls' garments are not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, primarily through the azo-dye PSIC requirement under General Note 10 and, where Bangladesh is the origin, port restrictions under General Note para 19.
Which countries are exempt from azo-dye testing under General Note 10?
The azo-dye testing exemption applies only to imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; all other origins must furnish a PSIC or valid test report from a Textile Committee or CSRTI laboratory per DGFT Public Notice 14/2023.
Do the Bangladesh port restrictions under DGFT Notification 7/2025-26 apply to all cotton garments under this tariff line?
Not necessarily — paras 2 and 3 of DGFT Notification 7/2025-26 dated 17-05-2025 carve out exempted goods; importers must review those paragraphs to determine whether the specific garment category qualifies for the exemption before selecting the port of import.
