Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country certifying the fibre composition of the woollen or blended textile. The consignment must also carry a certificate of origin and a certificate from the brand owner confirming the genuineness of the product, markings, and authority to use the brand name.

  2. 2
Ensure the PSIC from an accredited laboratory or a valid test report from a Textile Committee or CSRTI laboratory certifies the absence of prohibited azo dyes. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins must comply.

  3. 3
For consignments originating from or routed through Bangladesh, verify applicability of the port restrictions introduced under Para 19 of the General Notes and confirm the consignment qualifies under the exemptions in Paras 2 and 3. Non-compliant Bangladesh-origin consignments will be detained at non-designated ports.

A word of counsel

The most common error on this tariff line is tendering a single PSIC that addresses only azo-dye absence while omitting the separate fibre-composition certification required under General Note 11 for woollen and blended textiles. Both certificates are independently mandatory; customs will not accept one as a substitute for the other, and a consignment lacking the brand-owner genuineness certificate is equally liable to detention regardless of whether the PSIC is otherwise complete.

Yes. DGFT Notification 7/2025-26 dated 17 May 2025 introduced Para 19 into the General Notes, imposing port restrictions on imports from Bangladesh; specific exempted goods and ports are listed in Paras 2 and 3 of that notification.
