HSN 6104 61 00 (Of wool or fine animal hair) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11, with woollen and blended textile imports governed by Notification No. CER (18)/99-CLB dated 7 March 1988 read with the Textile (Development and Regulation) Order, 2001. Consignments must be accompanied by a Pre-Shipment Inspection Certificate certifying fibre composition, a certificate of origin, and a brand-owner genuineness certificate. Bangladesh-origin imports are subject to additional port restrictions under DGFT Notification 7/2025-26 dated 17 May 2025.

The most common error on this tariff line is tendering a single PSIC that addresses only azo-dye absence while omitting the separate fibre-composition certification required under General Note 11 for woollen and blended textiles. Both certificates are independently mandatory; customs will not accept one as a substitute for the other, and a consignment lacking the brand-owner genuineness certificate is equally liable to detention regardless of whether the PSIC is otherwise complete.
