Knitted or crocheted women's garments of other textile fibres
HSN 6104 59 90 (Of other fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 further imposes port restrictions on imports originating from Bangladesh, subject to specified exemptions.

The azo-dye PSIC exemption is origin-specific and covers nine named countries only; importers sourcing from any other country — including major garment exporters outside that list — must obtain the PSIC before dispatch. Presenting a test report issued by a non-accredited domestic laboratory in lieu of a PSIC from an accredited laboratory in the exporting country does not satisfy General Note 10 and will result in consignment detention at the port of entry.
