The azo-dye PSIC exemption is origin-specific and covers nine named countries only; importers sourcing from any other country — including major garment exporters outside that list — must obtain the PSIC before dispatch. Presenting a test report issued by a non-accredited domestic laboratory in lieu of a PSIC from an accredited laboratory in the exporting country does not satisfy General Note 10 and will result in consignment detention at the port of entry.
