HSN 6104 59 20 (Of artificial fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports of certain goods originating from Bangladesh.

The most common error on this tariff line is assuming the azo-dye PSIC exemption for named countries extends to all documentary requirements — it does not. The PSIC covering composition and other textile parameters remains required regardless of the country of origin, and the exemption applies solely to the azo-dye testing component. Importers sourcing from Bangladesh must separately confirm port eligibility under DGFT Notification 7/2025-26 before booking freight, as a post-dispatch port diversion will not remedy a breach of the restriction.
