Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only; all other origins must produce the PSIC.

  2. 2
If the goods originate from or are being imported from Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17-05-2025 regarding para 19 of the General Notes, which imposes port restrictions on such imports. Confirm whether the consignment falls within the exempted categories specified in paras 2 and 3 of that notification before routing the shipment.

A word of counsel

The most frequent error on this tariff line is treating the azo-dye testing exemption for listed countries as an exemption from the PSIC requirement altogether. The country-origin exemption covers azo-dye testing only; composition, fibre content, and other hazardous-substance parameters tested under the PSIC regime remain mandatory for all origins, including those nine exempt countries. A consignment arriving without any PSIC is liable to detention regardless of the country of export.
