The most frequent error on this tariff line is treating the azo-dye testing exemption for listed countries as an exemption from the PSIC requirement altogether. The country-origin exemption covers azo-dye testing only; composition, fibre content, and other hazardous-substance parameters tested under the PSIC regime remain mandatory for all origins, including those nine exempt countries. A consignment arriving without any PSIC is liable to detention regardless of the country of export.
