HSN 6104 52 00 (Of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17 May 2025 introduces an additional port-restriction overlay for imports originating from Bangladesh under para 19 of the General Notes.

The most common error on this tariff line is assuming that azo-dye test exemption for listed countries extends to the PSIC requirement altogether. The exemption is narrow — it covers only the azo-dye testing component; a full PSIC covering composition and absence of other prohibited hazardous dyes remains mandatory for all origins. Separately, importers sourcing from Bangladesh should not presume the pre-existing free-import status: para 19 introduced by DGFT Notification 7/2025-26 imposes port restrictions that may render a chosen port of discharge invalid.
