Of wool or fine animal hair
Knitted women's or girls' suits and skirts of wool
HSN 6104 51 00 (Of wool or fine animal hair) is subject to the Directorate General of Foreign Trade (DGFT) Restricted-import policy under the Textile (Development & Regulation) Order, 2001 read with Notification No. CER(18)/99-CLB dated 7 March 1988 and the Essential Commodities Act, 1955. Consignments must be accompanied by a Pre-Shipment Inspection Certificate (PSIC) certifying textile composition and a brand-genuineness certificate, with additional azo-dye testing requirements under General Note 10 of the ITC (HS) policy.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Certificate of origin from exporter
- Brand-genuineness certificate from brand owner
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying the composition of the woollen textile or blend, along with a Certificate of Origin and a certificate from the brand owner attesting the genuineness of the product, markings, and authority to use the brand name. These documents are mandatory under General Note 11 of the ITC (HS) policy read with Notification No. CER(18)/99-CLB dated 7 March 1988.Notification No. CER(18)/99-CLB dated 07-03-1988 · Textile (Development & Regulation) Order, 2001 · General Note 11 of ITC (HS) policy
- 2Ensure the PSIC or a valid test report from a Textile Committee or CSRTI laboratory also certifies the absence of prohibited hazardous azo dyes, unless the exporting country is one of the exempted origins: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom.General Note 10 of ITC (HS) policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 3If the consignment originates from or transits through Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025; Para 19 of the General Notes introduces port restrictions on certain goods imported from Bangladesh to India. Consult Para 2 and Para 3 for exempted goods before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025 · Para 19, General Notes, ITC (HS) 2022
The most common error on this tariff line is presenting a PSIC that certifies azo-dye absence but omits the textile-composition declaration required under General Note 11 — or vice versa. Both certifications are independently mandatory, and a PSIC covering only one limb will result in consignment detention pending supplementary documentation. Additionally, importers sourcing through intermediary countries must confirm that the Certificate of Origin reflects the true country of manufacture, as DGFT Notification 7/2025-26 port restrictions are triggered by origin, not by the country of shipment.
