Knitted or crocheted women's garments of other textile fibres
HSN 6104 49 90 (Of other fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), including a Pre-Shipment Inspection Certificate requirement under General Note 10 to certify absence of prohibited hazardous azo dyes. Imports originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming the azo-dye PSIC exemption applies to all origins. The exemption covers nine named countries only; garments from Bangladesh, China, or any unlisted origin require a PSIC from an accredited laboratory, and a missing or non-accredited test report will result in consignment detention at the port of import. Separately, Bangladesh-origin goods now carry a port-restriction overlay under Para 19 that operates independently of the azo-dye testing regime.
