HSN 6104 49 10 (Of silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 additionally introduces port restrictions on certain goods imported from Bangladesh under General Note para 19 of the ITC (HS) 2022.

- 2If the consignment originates from Bangladesh, confirm applicability of DGFT Notification 7/2025-26 dated 17-05-2025 regarding para 19 of the General Notes to ITC (HS) 2022. Consignments subject to this notification must comply with the notified port restrictions; goods exempted under para 2 and para 3 of that notification are excluded from the port-restriction condition.DGFT Notification 7/2025-26 dated 17-05-2025 · ITC (HS) 2022 General Notes, para 19
The most common error on this tariff line is assuming that the PSIC requirement is waived for silk garments on account of their premium or low-volume nature — the azo-dye PSIC obligation under General Note 10 applies to all textile articles regardless of fibre type or value, and applies to all origins except the nine listed exempt countries. A consignment arriving without a valid PSIC from a non-exempt origin is liable to detention at the port of import pending testing or re-export.
