HSN 6104 44 00 (Of artificial fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports originating from Bangladesh under General Note para 19.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Port-compliance declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory in the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for consignments originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17 May 2025, which introduced para 19 in the General Notes to the ITC (HS) 2022 imposing port restrictions on such imports. Confirm whether the goods fall under the exempted categories listed in paras 2 and 3 of that notification before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025, para 19 of General Notes, ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye PSIC exemption for listed countries extends to all other compliance requirements. The exemption is limited to azo-dye testing; PSIC for other prohibited dye parameters remains required for all origins, including exempt countries. Separately, importers sourcing from Bangladesh must map each article against the exemption lists in paras 2 and 3 of DGFT Notification 7/2025-26 before booking port of entry, as a port mismatch triggers consignment detention.
