Of synthetic fibres
Knitted or crocheted women's and girls' garments of synthetic fibres
HSN 6104 43 00 (Of synthetic fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes under General Note 10. Importers sourcing from Bangladesh must additionally comply with port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for composition and other parameters remains required.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify compliance with Para 19 of the General Notes introduced by DGFT Notification 7/2025-26 dated 17-05-2025, including the port restrictions set out in Para 1. Confirm whether the goods fall within the exempted categories under Para 2 and Para 3 before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025, Para 1, 2, 3 and 19
The most common error on this tariff line is assuming that country-of-origin exemptions from azo-dye testing eliminate the PSIC requirement altogether. The azo-dye testing exemption for listed countries covers only the dye-presence test; a PSIC covering fibre composition and the absence of other prohibited substances is still required at the bill of entry, and its absence will result in consignment detention pending documentary compliance.
