The woollen-textile regime under General Note 11 requires a separate PSIC for fibre composition along with a brand-owner certificate — documents that are entirely independent of the azo-dye PSIC. A consignment arriving without all three documents is detained at the port of import, and no out-of-charge is issued until each document is produced; the brand-owner certificate in particular is frequently overlooked and is not substitutable by the importer.
