Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country certifying the fibre composition of the woollen or blended textile. The consignment must also be accompanied by a certificate of origin and a certificate from the brand owner confirming the genuineness of the product and markings and authorising use of the brand name.

  2. 2
Obtain a separate PSIC from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for consignments originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

  3. 3
Check applicability of DGFT Notification 7/2025-26 dated 17-05-2025: if the consignment originates from or is routed through Bangladesh, comply with the port restrictions introduced under Para 19 of the General Notes to the ITC (HS) 2022. Confirm whether the goods fall under the exempted categories listed in Paras 2 and 3 of that notification before nominating the port of import.

A word of counsel

The most common error on this tariff line is presenting a single PSIC covering azo-dye testing and treating it as satisfying all inspection requirements. The woollen-textile regime under General Note 11 requires a separate PSIC for fibre composition along with a brand-owner certificate — documents that are entirely independent of the azo-dye PSIC. A consignment arriving without all three documents is detained at the port of import, and no out-of-charge is issued until each document is produced; the brand-owner certificate in particular is frequently overlooked and is not substitutable by the importer.

Frequently asked
Does HSN 6104 41 00 require BIS certification?
No, knitted or crocheted women's garments of wool or fine animal hair are not covered by any BIS Quality Control Order. Import is governed by the Directorate General of Foreign Trade under General Notes 10 and 11 of the ITC (HS) policy, the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955.
Is the composition PSIC required even if the exporting country is exempt from azo-dye testing?
Yes. The azo-dye testing exemption for EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom applies only to the hazardous-dye PSIC under General Note 10; the separate fibre-composition PSIC under General Note 11 and the brand-owner certificate remain mandatory regardless of origin.
When do the Bangladesh port restrictions under DGFT Notification 7/2025-26 apply to this tariff line?
The restrictions apply where the consignment originates from or transits through Bangladesh, unless the goods qualify under the exemptions in Paras 2 and 3 of that notification; importers must verify the exemption status and the permitted ports before filing the bill of entry.
