HSN 6104 39 90 (Other knitted or crocheted women's or girls' garments of other textile materials) is subject to ITC (HS) import policy controls administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) Import Policy. The most common error on this tariff line is assuming the azo-dye PSIC exemption applies broadly to all origin countries — it covers only the nine listed nations, and importers sourcing from any other country, including Bangladesh, China, or Vietnam, must produce a PSIC from an accredited laboratory regardless of supplier assurances. A consignment without a valid PSIC is liable to detention at port; the test report cannot be obtained retrospectively on already-shipped goods and does not substitute for a pre-shipment certificate.
