HSN 6104 32 00 (Of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 additionally regulates imports of certain goods from Bangladesh with designated port restrictions under para 19 of the General Notes.
- Pre-Shipment Inspection Certificate from exporter
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for other composition parameters remains required.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Where the consignment originates from Bangladesh, confirm compliance with DGFT Notification 7/2025-26 dated 17 May 2025. Para 19 of the General Notes restricts import of specified goods from Bangladesh to designated ports; verify whether the goods fall under the exempted categories in paras 2 and 3 before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025 · Para 19 of General Notes, ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye testing exemption covers all documentary requirements for the listed countries. The exemption applies exclusively to azo-dye testing; a PSIC covering fabric composition, fibre content, and other hazardous-substance parameters remains mandatory regardless of country of origin. Importers sourcing from Bangladesh should also verify the applicable port restriction under DGFT Notification 7/2025-26 before the vessel is nominated, since a post-dispatch port change attracts separate ITC (HS) policy enforcement.
