HSN 6104 31 00 (Of wool or fine animal hair) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11, read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate certifying fibre composition, a certificate of origin, and a brand-owner genuineness certificate are mandatory at the bill of entry. Azo-dye testing under General Note 10 applies concurrently, and Bangladesh-origin consignments are subject to port restrictions under DGFT Notification 7/2025-26.

- 3If the consignment originates from Bangladesh, verify compliance with the port restrictions introduced under paragraph 19 of the General Notes per DGFT Notification 7/2025-26 dated 17-05-2025. The most common error on this tariff line is presenting only the azo-dye PSIC and treating it as satisfying the full pre-shipment inspection requirement. General Note 11 mandates a separate PSIC specifically certifying fibre composition of the woollen or blended textile, which is a distinct document from the azo-dye test report; a consignment that presents only the azo-dye certificate without the composition PSIC and the brand-owner genuineness certificate will be detained at customs pending production of the missing documents, attracting demurrage and ground rent.
