HSN 6104 23 00 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10. Imports originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17 May 2025.
- Pre-Shipment Inspection Certificate from exporter
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory in the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous dyes. Testing for azo dyes is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If importing from Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17 May 2025: consignments are subject to the port restrictions stated in Para 1, unless the goods fall within the exempted categories listed in Paras 2 and 3 of that notification.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes of ITC (HS) 2022
The most frequent error on this tariff line is assuming that the PSIC requirement is confined to principal woven-fabric lines and does not extend to knitted garments. General Note 10 applies to all textile articles — including knitted or crocheted apparel — and a missing or non-accredited PSIC results in customs detention and demurrage pending re-submission. For Bangladesh-origin shipments, the port-restriction carve-outs under Paras 2 and 3 of DGFT Notification 7/2025-26 must be confirmed before vessel departure, not at the bill-of-entry stage.
