Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Testing for azo dyes is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

  2. 2
Where the consignment comprises woollen textiles or blended textiles, additionally obtain a PSIC certifying textile composition, a Certificate of Origin, and a certificate from the brand owner confirming product genuineness, authority to use brand markings, and compliance with the Textile (Development and Regulation) Order, 2001.

  3. 3
Verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025: if the consignment originates from Bangladesh, confirm whether the port-restriction conditions under Para 19 of the ITC (HS) 2022 General Notes apply, or whether the consignment qualifies under the Para 2 or Para 3 exemptions.

A word of counsel

The most common error on this residual 8-digit line is treating the azo-dye PSIC as the only certification requirement and overlooking the woollen/blended-textile overlay under General Note 11. Where the garment contains any wool or wool-blend fibre — even as a minor component — the brand-owner genuineness certificate and composition PSIC are separately mandatory, and a consignment arriving without them faces detention regardless of azo-dye compliance. The Bangladesh port-restriction regime under DGFT Notification 7/2025-26 is a recent addition and should be confirmed at the purchase-order stage for any Bangladesh-origin supply.
