HSN 6104 19 20 (Of artificial fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate covering prohibited hazardous dye absence under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye testing exemption covers all aspects of the Pre-Shipment Inspection Certificate requirement. The exemption applies solely to the azo-dye testing component; other hazardous-dye parameters and the PSIC requirement itself remain mandatory regardless of the country of origin. Importers sourcing from Bangladesh must also separately evaluate the Para 19 port-restriction regime before vessel booking, as non-exempt Bangladesh-origin consignments routed through a restricted port face detention and re-export.
