HSN 6103 49 10 (Of silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement covering the absence of prohibited azo dyes under General Note 10. Imports originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming the azo-dye testing exemption for nine listed countries extends to all PSIC requirements. The exemption covers only the azo-dye test; a full PSIC from an accredited laboratory or a valid Textile Committee or CSRTI test report remains mandatory regardless of origin. Consignments arriving without the PSIC are liable to detention at port pending documentary compliance.
