HSN 6103 43 00 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17-05-2025 introduces additional port restrictions under General Note para 19 for imports from Bangladesh, subject to specified exemptions.

The azo-dye testing exemption is origin-specific and applies only to the nine listed countries; importers sourcing from any other origin — including Bangladesh, China, or Vietnam — must present a valid PSIC or TC/CSRTI test report before out-of-charge, and absence of that certificate at the bill of entry results in detention. The Bangladesh port-restriction overlay under DGFT Notification 7/2025-26 operates independently of the PSIC requirement, so even exempted goods under paras 2 and 3 remain subject to the azo-dye compliance obligation.
