Knitted or crocheted cotton trousers, breeches and shorts for men or boys
HSN 6103 42 00 (Of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17 May 2025 imposes additional port restrictions on imports of certain goods originating from Bangladesh.

The most common error on this tariff line is assuming the azo-dye testing exemption applies universally because the supplier's country appears broadly compliant. The exemption is country-specific and narrowly listed; consignments from any country outside the nine named origins without a valid PSIC or test report are detained at the port of entry pending documentation, with demurrage and ground rent accruing. For Bangladesh-origin shipments, the port-restriction overlay under DGFT Notification 7/2025-26 adds a separate compliance check that must be resolved before the vessel departs.
