Of wool or fine animal hair
Knitted men's or boys' trousers and suits of wool
HSN 6103 41 00 (Of wool or fine animal hair) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11, read with the Textile (Development and Regulation) Order, 2001 and the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate (PSIC) certifying fibre composition, a Certificate of Origin, and a brand-owner genuineness certificate are required at the bill of entry. Bangladesh-origin consignments are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Certificate of Origin from exporter
- Brand-owner genuineness certificate from brand owner
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying the fibre composition of the woollen textile or blend, together with a Certificate of Origin and a certificate from the brand owner confirming the genuineness of the product, markings, and authority to use their brand names. All three documents are mandatory at the bill of entry under General Note 11 of the ITC (HS) policy.General Note 11 of ITC (HS) Import Policy · Notification No. CER (18)/99-CLB dated 07-03-1988 · Textile (Development and Regulation) Order, 2001 · Essential Commodities Act, 1955
- 2Ensure the consignment is accompanied by a PSIC from an accredited laboratory or a valid test report from a Textile Committee or CSRTI laboratory certifying absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the composition PSIC remains required for all origins.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 3If the consignment originates from Bangladesh, verify applicability of port restrictions introduced under Para 19 of the General Notes to ITC (HS) 2022. Exempted goods are specified in Paras 2 and 3 of DGFT Notification 7/2025-26; non-exempt Bangladesh-origin consignments routed through an unauthorised port are liable to detention and re-export.DGFT Notification 7/2025-26 dated 17-05-2025
The most common error on this tariff line is presenting only the azo-dye PSIC and treating it as satisfying the full pre-shipment inspection requirement. General Note 11 mandates a separate composition-specific PSIC, a Certificate of Origin, and a brand-owner genuineness certificate as independent instruments — none substitutes for the other. A consignment arriving with only the azo-dye report and no brand-owner certificate is detained pending production of the missing documents, accruing demurrage and ground rent at the port of clearance.
