    Ensure the consignment is accompanied by a PSIC from an accredited laboratory or a valid test report from a Textile Committee or CSRTI laboratory certifying absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the composition PSIC remains required for all origins.

    If the consignment originates from Bangladesh, verify applicability of port restrictions introduced under Para 19 of the General Notes to ITC (HS) 2022. Exempted goods are specified in Paras 2 and 3 of DGFT Notification 7/2025-26; non-exempt Bangladesh-origin consignments routed through an unauthorised port are liable to detention and re-export.

The most common error on this tariff line is presenting only the azo-dye PSIC and treating it as satisfying the full pre-shipment inspection requirement. General Note 11 mandates a separate composition-specific PSIC, a Certificate of Origin, and a brand-owner genuineness certificate as independent instruments — none substitutes for the other. A consignment arriving with only the azo-dye report and no brand-owner certificate is detained pending production of the missing documents, accruing demurrage and ground rent at the port of clearance.
