Knitted or crocheted men's and boys' garments of other textile materials
HSN 6103 39 90 (men's and boys' knitted or crocheted garments of other textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement under General Note 10 to ensure absence of prohibited hazardous azo dyes. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports originating from Bangladesh under General Note para 19.

The most frequent error on this tariff line is assuming the azo-dye test exemption applies solely by virtue of the exporting country's name on the invoice, without confirming the country of origin meets the listed criteria. A consignment transshipped through an exempt-country hub but manufactured in a non-exempt country does not qualify for the exemption; customs may demand a PSIC on the merits of the actual manufacturing origin, and absence of the certificate at the bill-of-entry stage invites detention and demurrage at the port of discharge.
