HSN 6103 39 20 (Of artificial fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement for hazardous-dye absence under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 introduces port restrictions on imports of certain goods from Bangladesh under General Note para 19.

The most common error on this tariff line is assuming the azo-dye testing exemption applies universally because the exporter is a trusted supplier. The exemption is origin-specific and limited to nine named countries; a consignment from any other origin arriving without a valid PSIC or Textile Committee test report is liable to detention at the port of import pending laboratory clearance, accruing demurrage and ground rent while the deficiency is rectified.
