Compliance steps
  1. 1
Procure a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, confirming the absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

  2. 2
If the consignment originates from Bangladesh, verify whether para 19 of the General Notes introduced by DGFT Notification 7/2025-26 applies. Comply with the port restrictions stated in para 1 of that notification; check paras 2 and 3 for any exempted goods before routing the shipment.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption applies universally because the exporter is a trusted supplier. The exemption is origin-specific and limited to nine named countries; a consignment from any other origin arriving without a valid PSIC or Textile Committee test report is liable to detention at the port of import pending laboratory clearance, accruing demurrage and ground rent while the deficiency is rectified.

Frequently asked
Does HSN 6103 39 20 require BIS certification?
No, knitted men's or boys' garments of artificial fibres fall outside the BIS Quality Control Order regime. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, with a PSIC requirement for hazardous-dye absence under General Note 10 and, where applicable, Bangladesh-origin port restrictions under DGFT Notification 7/2025-26.
Is a PSIC required even when the exporting country has an accredited laboratory system?
Yes, unless the origin is one of the nine exempt countries (EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, United Kingdom); for all other origins the PSIC or a valid Textile Committee or CSRTI test report confirming azo-dye absence is a mandatory customs-clearance document per General Note 10.
What additional restriction applies to garments imported from Bangladesh?
DGFT Notification 7/2025-26 dated 17 May 2025 introduced para 19 in the General Notes, imposing port restrictions on certain goods from Bangladesh; importers must confirm whether the specific garment category is covered or exempted under paras 2 and 3 before nominating the port of discharge.
