Knitted or crocheted men's or boys' garments of silk
HSN 6103 39 10 (Of silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) 2022. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports of certain goods from Bangladesh under para 19 of the General Notes, where applicable.

The most common error on this tariff line is assuming the azo-dye PSIC exemption for listed countries extends to all testing parameters: the exemption applies only to the azo-dye test, and a PSIC or valid test report covering other prohibited hazardous dyes remains required for all origins. Separately, importers sourcing silk garments through Bangladesh transhipment hubs should confirm whether the Bangladesh port-restriction regime under DGFT Notification 7/2025-26 applies before vessel departure, as diversion post-dispatch to a non-permitted port attracts detention and ITC (HS) policy enforcement.
