HSN 6103 33 00 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. Consignments originating from Bangladesh are additionally subject to port restrictions and import-policy conditions introduced under DGFT Notification 7/2025-26.

The most common error on this tariff line is presenting a PSIC that covers only azo-dye parameters and treating the country-of-origin exemption as a blanket waiver of all pre-shipment inspection requirements. The azo-dye exemption for listed countries is narrow: it does not relieve the importer of obtaining a PSIC or valid test report for other prohibited hazardous dyes. Additionally, Bangladesh-origin shipments must be checked against DGFT Notification 7/2025-26 for port eligibility before vessel departure, as a wrong port selection will trigger detention regardless of the PSIC status.
